Jackals not being able to throw grenades or drive vehicles, (same with Hunters) and Brutes not being able crouch, (but can do everything else.) The effort required to make them (fully) playable aside from FPS hands is not too labor-intensive for professionals. Heck, if certain vehicles are not in the gametype to begin with, you won’t even run into a conflict.

If it has intelligent A.I. at all, and is killable by the player, it has animations for strafing in every direction and jumping. They have to use them when pathfinding or aiming at the player. You must have swapped with like, an Infection form, or something…
Not being able to perform certain actions is not just due to time constraints, it’s for balance as well. Could you imagine how incredibly broken Grunts would be if they held sniper rifles or precision weapons in such large numbers? Or if Hunters could pilot Banshees? They don’t even have animations for most of those things as a result, too…
Gametypes specifically for them would work by example, and would lose those functions. Precision weapons, snipers, Wraiths, and other vehicles Grunts can’t hijack or reliably damage, would ruin a Grunt gametype (although In Halo 2 they had animations for punching debris aside, which could easily be a repurposed for a melee animation.)
