I found the grunt birthday party skull in halo 5. I left the level, activated the skull, and began where I left off, but there’s no confetti or sound when I headshot the grunts. Do I need to leave the game activate the skull,and restart the whole mission to use the skull?

You need to restart the level. It’s not that big of a deal because it’s at the beginning. (There’s another one right before the end of the mission, turn right before you get to the Gateway. It’s at the very right, in a forerunner outcropping. Good hunting!
