This is a no-brainer: yes. Don’t know about the exact time, just that it needs to be longer.
Just to give people a little context here, a grenade thrown right at your feet has such a short fuse time that it is actually physically impossible to dodge without the use of Evade, even if you start moving immediately.
The reason they made the blast radius so big was to compensate for the movement abilities given through Evade/Jetpack/Sprint. This is a good idea in theory but due to the short fuse, Sprint and Jetpack take too long to activate anyway. By the time you start going, the grenade has already exploded.

Agree with OP the grenades are like missiles being thrown from your bare hands. They need to be nerfed somehow whether less damage or longer fuse time.

i agree wholeheartedly.
this is the #1 problem when looking at grenades, and how overpowered they are.
its the reason we call them ‘mini nukes’ in reach.
30% longer fuse time should suffice.

For one, this is not Call of Duty. Second, that would only shorten the fuse time further which exaggerates the problem.
On topic, the fuse time is the clear issue here. There are other factors, like blast radius, damage, and walking speed but the key problem, the linchpin, is fuse time. Changing that will make grenades harder to use effectively (leading the throw AND compensating for gravity) and will overall reduce their role to a support utility, which is what grenades generally are.

I’d rather they just reduce the radius. I enjoyed using halo 2 and halo 3 nades the best. They were useful, required precision, and weren’t overpowered.
Slowing down the fuse and leaving the blast radius would make them feel more clunky, less useful, and wouldn’t prevent overpowered nade spam(chain nade explosions), which is caused by active(in air) nades being triggered instantly by other nades going off.
