Why not have both in H4? Assuming that they have different functions/kill times/blast radius etc.
Rocket Pistol (me thinks) would function like the Scorpion from Mass Effect 3. Except that you have to reload it after every one shot and missing would be fatal. Low ammunition would balance it out. Projectile would arc similar to the Wraith plasma cannon, forcing players to making the right adjustments based on distance and viability.
Pro Pipe would function the same as it does in Reach. There really is no need to change the gun beyond aesthetics.
Assuming both are in Halo 4.

It would be a huge disappointment to see the Grenade Launcher missing in Halo 4. There was so much to it that made it work both in terms of Gameplay and Aesthetic/appeal,

I doubt the Grenade Launcher will be in Halo 4, sadly. It takes too much skill to use, and we know how our new caretakers feel about skill gap. That’s why we’re getting a “rocket pistol”.
