Any new suggestions on how this can be resolved? All skulls found and used in some mission play through and they are showing up in my Stats…? Tried a hard reset as someone suggested, did not do anything. Have found some of the skulls again for giggles… still nothing? Will finding all the skulls over again do anything for unclogging this bottleneck? And… why at 92%?? is there something I am missing? Some little something for 8% that will unlock this?
I may have been offline when I found the skulls (or at least some of them)… is that the glitch? Do you have to be connected to when you complete an achievement to get credit for it? I know some of the few I have done offline have popped up as soon as I connected and some have not? To be fair… those that didn’t might not have been earned…exactly… unsure if they were or were not since I was not connected at the time.
Note: as soon as I can find some place to take my console to connect up to download this latest 7+GB (so I can once again play connected) I will try to find all the skulls again and see if that will correct this issue. Thanks for any suggestions and for reading!

Is this something that was added for just the xbox one
because for the longest time I only played halo offline on the 360 and I still got achievements

Yes. Thanks. I have had a couple I did “off Line” and when I did connect they popped. (I think?) But, yes whenever I try an achievement I sign on. Like this morning… kill 3 Phantom trying for “No witness”… and I did not get it? So there isn’t any guaranty either way. I’ll try a few more (after all, I spent hours over at my brother’s trying to download the 7+ GB update so I could connect)… and then if it don’t work… I’m outa here! Looks like the OP got their question answered but FYI - yes, it’s new to the XB1. Achievements are awarded on the server side rather than the console side now, to prevent cheating.
Now if you earn an achievement while in offline mode, you should be awarded it next time you go online and the server sees that you met the criteria to get the achievement… that’s glitchy sometimes tho.

Yep thats how Xbox 1 does it. Seriously MS really screwed up with trying to make this an always online console.

I was looking at the Xbox site and it said you could play and earn Achievement off line and then when you connect it would Sync up and post your achievements. So who knows anymore? BTW, I did the “delete your account from my Xbox and redo same thingy” and it did nothing to bring up any of the achievements I “think” I have earned but did not get.
