ok so I’m on Heroic at %98 I’ve got all collectables in the missions FOBs etc. Ive already got %100 on normal so skulls and Spartan, UNSC and Banished Audio Logs, accounted for 
I got all Mjolnir Armor lockers, Spartan Cores, propaganda towers, Forerunners’ Artifacts taken all Banished outposts killed all the Targets and got all all FOB bases. Or so the missions list tells me.
What am I missing?
It’s just another annoying thing about this game
now trying to load it up again and its been CONNECTING TO SERVER for 20 mins

Do you have all the achievements for getting all the propaganda towers, audio logs, etc? I know when I was going through I thought I had everything as all the icons on my map were completed. I was still missing one achievement which turned out I was still missing a couple propaganda towers that didn’t pop up on the map as you need to get close for them to show up on the map. If you do have all the campaign achievements I think the game might just be bugged.

All of those would have popped in his 100% on Normal. The propaganda towers were hardest for me to find. I needed IGN’s map for reference.
Have you gone back to the map and checked you have X/X for each of the collectables in all of the areas? Have you got all of the skulls?
Edit: if you do have all the collectables and you say you’re on Heroic at 98%…what part of the campaign are you on? If I recall it doesn’t tick over to 100% until after you actually finish the campaign with the final boss fight against Harbinger.

I pretty sure I got all the collectibles, when looking at the tecmap with lists of all for each area, they all accounted for also done all missions etc from missions part of the tecmap
I’m on Finish the Fight so gone through the campaign.

There are a couple of items that don’t flag on the map if I recall correctly…one of them being the skull where you can’t shoot the sentinels, and I can’t remember the rest.
Search for “Halo Completionist” on YouTube. He has a very good 6 part series for all collectables so that may help you work out what you’ve missed.

but I noticed it only got the achievement for Normal while I was in the Heroic campaign
just logged on and opened the tecmap and took screenshots of the collectables list, all accounted for but cant upload the screenshots here.
Then the whole game crashed after trying to fly over to the Warship Gbraakon
buggy as hell I’d say
I’m still waiting for the to fix the issue where if you got all the armour locker cosmetics while “offline” they won’t unlock for you
I’ve got the achievement for getting them all but 90% of them still say “obtainable in halo infinites campaign”
maybe thats why I aint got to %100 yet
infinite is still buggy IMHO

Dumb, dumb moment for me lol
I needed a map for the Propaganda Towers too, I was flying around looking and couldn’t find any for half an hour… then I realized if you fly too high from the ground, the towers won’t even be visible lol I was on a Xbox One X at the time so the draw distance might be better on PC or Series X.
