what is wrong here?
I got 11/16 Complete in the deck
but
People Verses People challenge says 9/10
do the new challenges Cant catch me, Just a Scratch and Repeat Survivor not count? I got 2 of 'em.

No, they don’t, those new challenges don’t count for the People vs People challenge.
