I have opened 10 or more packs in a row and all I get are certifications, weapon skins, emblems, visors, assassinations, or stances. I have not gotten a piece of armor in so long it’s complete bs I don’t like it all I want is Emile’s armor I don’t care about the helmet but gold packs never want me to have it
It’s random chance. It’s doing exactly what it’s designed to do. You can’t tell when you’ll get a particular permanent item. However, it’s worth noting that since the REQ system doesn’t award repeat permanents, you will eventually get the specific permanents you want; it just might end up being the very last permanent you unlock.
Have you unlocked everything at the Silver level? At SR 99, I think I probably was still going through Silver packs.
With packs, do not go immediately to Gold because you have the random chance of getting absolutely every unlock possible. It’s always better to narrow the field by finishing your Bronze and Silver packs before you move onto Gold.
You’ll know when you are finished because you will receive REQ points back.

Gold packs are supposed to be random.
