When I was playing installation 04 earlier I saw 343 guilty spark in his little window. this may be old but When he came up to the window it offered me to trade weapons and his weapon was a focus rifle. it didnt let me trade but I though that was something when I saw it.
(then I found out that 343 guilty spark will be the ancient enemy in halo 4 since he can wield the focus rifle. this maybe cheifs hardest fight yetlol)

In Forge, Monitors seem to come equipped with unusable Focus Rifles. Switching to Edit Mode while firing an automatic will make a brief Focus Rifle beam appear (but it’s a desync – host can’t see it, and it does nothing). Furthermore, you may see the Focus Rifle on your HUD while swapping modes. It’s often speculated that Bungie meant for players in Forge to have a weapon, but changed their minds last-minute.
Anyway, I’m guessing that they just reused the Reach Monitor when making Installation 04, so the offer to trade weapons is basically a leftover of a leftover.

I’m guessing that the Focus Rifle and the Monitor have the same scripting? I don’t know, why, or how that came to be. But I feel that this proposal is one of the only ways to explain this.

It’s the Firefight map that launched with CEA.

Installation 04 is the Anniversary Firefight Map.You find 343 Guilty Spark by sprinting into a doorway that is located at the center of the map(roughly)at the beginning of a match.You see him float up to a window and then he disappears.Here is a video showing how to get it.
As you can see by this video the focus rifle glitch does happen regularly
