If you don’t know what the Famine Skull is, it’s basically a skull that will reduce dropped weapon ammo by 20%, basically, meaning you have low ammo. But there’s just so many ways to avoid it. Getting weapons from crates(or weapon racks, whatever you want to call it) or just using Promethean Weapons, as those weapons are not lowered. So I have an idea, to make Famine more challenging and fun, why not make weapons from racks and promethean weapons have very low ammo as well? and maybe decrease the ammunition by 40%.
What? No. Weapons already despawn fast enough. The fast despawn with lack of ammo is fine enough as is.

But if Famine must change, I suggest giving it a new side effect.
Tough Luck had the side effect of making enemies berserk more often. Catch has the side effect of making Grunts kamikaze more often. Famine can also contribute to Grunt kamikaze but it’s very meager compared to Tough Luck. Basically, Famine’s side effect is just a mild clone of Tough Luck’s. That should not be the case.
Here’s what Famine’s side effects should be IMO:
-force enemies and allies to reload their guns/no bottomless clip
-enemies overcharging the plasma pistol deplete it’s battery greatly (yay pet Jackals) and if it’s fully depleted, it cannot be picked up when they’re killed
-needler should have a deadman’s switch
