Only real money.
REQ gifting can only be done once you are SR 5 or higher. Then, you REQ packs that are marked as “Giftable” will give you the option to chose whether they are for you or for someone else when you buy them. You can gift over the game or Waypoint. REQ gifting can only be done using real money.
