It’s possible to gift a Gold REQ Pack… But only for real money. If you spend REQ Points on it, you can’t gift it. Why is that?
Because 343/MS can’t deposit your RP. It’s probably seen as boosting or some other nonsense, even though as you said you can pay $$ to do it. If players could spend their RP to help a friend there would be less incentive to spend real money and that is the goal of the REQ system (to get you to spend real money).
There was some concern about gaming the system, as many of us have millions of points. You can search past community updates and you will find the details there.

Mostly to prevent the inevitable, ‘I’ll send you a gold req pack if you send me a dollar.’ kind of scams.
Because it would create a black market for the packs. You would have players saying hey give me $ via PayPal or whatever and I will “gift” you however many gold packs… Then you would have players coming here and saying how they gave another player $ and never received your packs and the other player will claim he sent them and 343 must have lost them and blah blah blah one big headache.
Two words, profit loss.
