Getting Major FPS Drops upon starting up App!

I just recently upgraded to a i9-9980xe and a Asus Rampage VI Extreme Omega motherboard (I already had a EVGA RTX 2080 FTW3 GPU and was playing on a Intel i7-6700k with a Gigabyte Z-170x Gaming 7 motherboard) and I am getting major framerate drops upon starting up the app right every 2 second from 60 fps down randomly to 10s-30s FPS in the main menu and in game when the Microsoft splashscreen comes up. I should be able to run the game absolutely flawlessly rock solid on a $2,000 CPU even though I know the i9-9980xe is not a gaming CPU (it runs Halo Wars 1 and 2 just fine without major Frame Drops at all including Spartan Assault and Strike) since I am way beyond the recommended. I did not have any framerate issues with the i7-6700k running before on the 2080 running the game (don’t know if 18 cores are the issue here?). Also I am running on a G-Sync Asus Monitor, same as before upgrading the CPU/Motherboard.

Any solutions to this issue possibly? I have everything maxed out except for the V-Sync (turned off) which was making the framerate drops even worse, its affecting gameplay at random. Going to try uninstalling and reinstalling it, maybe install was corrupted somehow…

I figured out the solution to the issue, something either in the motherboard settings or I updated the driver for my NVMe storage device seemed to have fixed the framerate drops, now its completely stable.
