Getting all hcs reqs except the emblem, why?

I own two Xbox One’s and have two live accounts, I bought six pro team packs per account, 12 total.
On both accounts I received all req items except the hcs emblem, 11 out of 12. Anyone else have this issue?

May be glitched. Emblems appear to be more random lately, e.g. after 6 packs of gold, and getting 6k back in each pack, I finally got the new lone wolf emblem.

If you have all other reqs unlocked which i do, it’s supposed to be guaranteed by the process of elimination.

I don’t recive the Emblem too.I receive REQ points on the last package.
I have all other things unlocked - receive only REQ points from silver and gold packs.

Are you sure the emblems available?
