They do use them.
Naomi-010 appears to use a Mark VII suit, which would appear to use many of the same fundamental technologies as the Gen 2 suits, but built to the heavier styling (as I recall meant to be like the Mark V). Blue team seem to be in Mark VI armor variants, but they could be Mark VIIs, simply customised to look like their previous Mark VI armor.
In broad, I would say the S-IIs wouldn’t use the Gen 2 suits, as the Gen 2 suits appear to be mass production models, with less armor (relying on shields) - exhibit A being Scruggs in Escalations managing to kill S-IVs in Gen 2 suits in very short order using a SAW. Additionally, the Gen 2 armor is targetted around the less physically capable S-IVs (noting Franks comment that an S-IV in Gen 2 is largely the same as an S-II in Mark VI, but outside of the suits, the S-IIs win hands down).

Blue Team are wearing Mjolnir [GEN2] varients. No Mk. VI armor resembles what they have, and the Chief’s armor is entirely unique.

There is a Mark IV variant that looks like what Chief wears. It’s possible that Blue’s armor borrows that older design, like how Naomi’s Mark VII looks like Mark V.
I thought Catalogue answered this, saying all active duty Spartan IIs received GEN2 armor upgrades.

It did, its pretty obvious they have GEN2 systems with Halo Escalation issues they appeared in. Its also stated that Master Chief’s armor was altered to look like Mark IV armor for the GEN2 systems.

The way I thought it was that they were given the option to upgrade to gen but some didn’t because they were accustomed to gen 1 cos black team are clearly using gen 1 mark vi black in escalation and that’s 2557

Are they? I know it looks like they are but we could say Naomi is clearly wearing GEN 1 Mark V(b) when we know she’s actually wearing Mark VII that’s been modified to look like Mark V(b). For all we know Black Team upgraded to proper armor and had it customized to resemble their old armor.
