In Halo: Last Light we were introduced to an independence planet-Gao. A planet which has its own government and standing army. SInce then there is no word about Gao, but are there any more independent planets or is Gao the odd one out?
A fair few planets gained independence after the Human-Covenant War, Gao is one of them, there were a few mentioned in Halo: Fractures, HuntTheTruth and even in Halo 5 where we see Meridian as an independent colony run by a rogue AI and mining corporations such as Liang-Dortmund. These planets are just kinda there for now and may re-develop an insurrection, although that doesn’t seem likely or effective considering all the aliens and the destructive aftermath of the war isn’t helping them expand.
Effectively given the state of the UNSC after the war, colonies that wanted their independence more or less got it.

And Argent Moon, and a few new places.
They didn’t declare their independence per se, slbut they do whatever they want because the UNSC can’t really force them to.
It’s important to not that Gao is not independent, but rather that the UEG cannot effectively maintain its sovereignty over it at the moment. It’s in rebellion and has no recognized independence.

Meridian is not exactly independent per se; rather it’s a perfect example of when Shadowrun mashes up with space exploration. As Tanaka put it; Liang Dortmund is deglassing the planet for the land rights–since Liang Dortmund is still privy to UEG rule, it would technically function as a “corporate complex” spanning a planet, subject to all of the scrutiny and freedoms any such corporate complex would normally possess.
Don’t forget Sedra. They were mostly untouched and therefore gained their own independence afterwards. They seem fairly prosperous and stable - even having seemingly well-kempt, “rich” clothing.
