Impossible, would require another TU.
Also, it would completely break the sandbox, more than regular TU does.
IIRC there was a gametype, I think some infection variant, that has Evade as one use instead of two. I am skeptical on your claim of requiring a title update to accomplish the change in Evade.
Do you know if removing the full auto feature from the Anniversary Magnum would be possible?

most likely modded, i have an infection variant that is elites vs spartans but i know it’s modded.

yes, but it would have to be done by 343i since you cannot do it through custom game settings.
