So I got a gold req pack with the preorder and I opened it today, to find out that it should have given me, and everyone else and their brother, 10G but it hasn’t. Is that because it isn’t live in my region? Eastern US, if that matters.

It is because it is a preorder Req Pack. The Gold one you earn in game for 10,000 credits should give you the achievement!
for the GS to count I would think it needs to be done in-game, did you do it through waypoint?

Yeah just do it in game and you should be good to go.
I think you start with some credits to buy a single gold. Just do that maybe?
Most likely due to the fact that the game hasn’t launched worldwide yet, give it a day or two and it should pop.
