I have the digital download of the game from the Xbox Store. Last night and early this morning I was able to play the game fine, but today I can’t even launch the game. I get the following error:

What happened and can I fix this without having to redownload and reinstall the entire game?

Yes you can. Clear your system cache and restart the console and you should be able to start it! 
The same code came up for me, and I have the disc.
Ditto. Digital copy and I got the same error after playing since 9 am EST. ITS 1pm now. WTF.
Hard reset worked. Hold down the power puttin on XB1 for 10 seconds. And power up. Solutions
