The pic was of Johnson when I started then baam it’s a spartan stealing my vehicle and a mac blast cause he was actually isabel. Does this happen alot?
Yeah, there’s a bug sometimes where the game doesn’t show you the right leader they picked, i haven’t had it personally but there’s been a few threads about it

I experienced this as well.
Loading screen said it was a cutter.
What I got in game was an Ander’s when suddenly 9 sentinels started attacking me.
I picked Isabel, and in game showed Isabel but I had cutters leader wheel, the other player probably didn’t like odst 
. Only happened once though, in an old post.
