What can I do about the game play? I cannot even move without the game freezing up, getting about 2-3 FPS. It is literally unplayable. I tested my internet speed its at 65 MBS. Can I return this game to get my money back, because I cannot play it at all.

Are you talking about the Campaign or the Multiplayer?
What ping are you getting on your internet. The ping is very important and not the speed.
I had a 1.6mb line at 10ms ping and I could play online fine. Just not Co-op.
Also who is your service provider. I have friends in the US that use Time Warner Cable and they all have issues.
I live in South Africa and my ping to the US Halo servers are 365ms and I play the game fine.
