Game Drops to 2fps Constantly. Alt-Tab Temp Fixes

I never had this issue until I changed my monitor to a Freesync 1440p one, so maybe that’s the core of the issue.
The drop to 2fps happens constantly, in both gameplay and the main menu. Seems to happen randomly. Makes the game unplayable as I have to stop and alt-tab at least once a minute. Tried running the game in windowed mode and in resolutions as low as 720p, still occurs. Tried both locked FPS and unlocked, still occurs.

How can I fix this? @343 are you aware of the issue?
