At this point, this point, Pavium’s bases are impossible to penetrate. Fully upgraded ground units are destroyed by the mega turrets before making it within range of the base. Nightingales are destroyed instantly by the reavers, and at that point, you have no units to uncloak the base, and your opponent can stall indefinitely, no matter how much more resources you have than him.
Not a bug, but yeah, you’re not really breaking that.
Vord, Trox, and Johnson are probably the only ones that can beat that.

Shipmaster could probably too, displace AA and tp your units into the base

I think Ship would have one of the toughest times.
-Locust would get eaten by Mega Turrets.
-If you use Displace, Pav’s Stand will be up to ensure you don’t kill the base
-Displacement doesn’t teleport that far, it’s unlikely you’ll have enough DPS to get through the shield plus the base (especially if it’s upgraded). Don’t forget his base also auto heals in the late game.
-Lastly, Designator, Mines, and RoF can do a significant amount of damage on any army com
I don’t think Ship has a whole lot of base-breaking potential, especially against Pav.
The Arbiter has a strong late game to crack a base. You can stasis his reavers or use enforcers to stun the turrets. The key is to keep CoR active on your units for the health regeneration and extra damage.
War of atrition will beat it if he only has one base. Every time

well microed AA can prevent displacement

This isn’t game breaking nor is it a bug. We have had enough legitimately game breaking bugs we don’t need to set people on edge with clickbait titles.
