Fun/Non-Scoring Skulls

I had a question regarding the fun skulls, such as Bandana and Feather, for campaign. Will these skulls be available for Reach on release? Also, are these skulls still in the plans to be implemented for the other MCC games?

I’d guess that whatever skulls were present in oh reach will be in tmcc reach also.

I personally believe that things like this will actually be able to be earned via the new progression system and thus will be considered unlockables during the first “season” on MCC, which is believed to be focused around Reach itself.
