I’ve got over 450 games in the DLC playlists.

…actually, I thought at the time that there was some sale going on that I didn’t know of. Now, rereading the replies, I have no idea what the hell OP is talking about. Kinda vague.
EDIT: oops. Population. Then yes, the population is very low. That’s disturbingly common for Halo 4 playlists.

It’s really not. There’s only 250 players in the Crimson playlist and they should pull the plug and rethink of how to go about doing a DLC only playlist.

Yeah, Halo 4 has a really low population, for reasons I still don’t understand; whatever its flaws (and features percieved as flaws, like bloom), Halo is still better than most of the FPS games available these days.
Why can’t they just include ALL the DLC maps in a singular playlist? I just don’t understand…
I don’t know why, I think the Crimson maps are pretty solid; Shatter has been good fun in the past, even more so now that they’ve buffed the Mantis chaingun; makes for some better vehicle battles. Harvest and Wreckage should be much better now with the Warthog buffs as well.
Speaking of Warthogs, they should put a couple on Shatter; the more vehicles, the better. Give me some more toys to play with while I’m waiting for the Mantis to respawn. You know what; make it Rocket 'Hogs; they don’t appear that often in matchmaking.

They can’t do that because the only people that could play in that playlist would be season pass holders (or people that bought all 3 map packs separately). As a FFA playlist it could potentially work, since it would try to match you up with players that have the same DLC combos as you do. However, if you went in with a group of friends where one friend had only the castle map pack, and the rest of you only had the majestic map pack, then you couldn’t play together.
So unless they decide to make a FFA DLC playlist (which wouldn’t work since 6 of the 9 maps are BTB maps), then an all DLC playlist would not work.
What they SHOULD do, but won’t do, is make the crimson, majestic, and castle map packs free at some point. This is how Bungie dealt with their DLC situation with Halo 2, and things worked out perfectly. In a perfect world, maybe something like that could happen… SOME DAY! :’(
-Yoink!- lied to them with that sad 14 day trial excuse to get their hands on more money 5 minutes after they said they made a mistake… Why would they buy the DLC after being lied to? People never even get to play the ones that doesn’t have a playlist of it’s own yet anywhere else since nobody ever buys the DLC unless they make it required and/or they pull an ODST and have a second disc come with it and contains the multiplayer with all the DLC for free. Unlikely, though.
The population is also low so that also affects how often you come across the DLC maps.

Each map pack is set up for different player counts. Crimson is for 10-12 players, Majestic is for 8 players, and Castle is for 16. Try playing a Castle map with only 8 people. Doesn’t work. And it would be absolute chaos with 16 players on Skyline

Crimson was designed for 8v8
Majestic was designed for 2v2/4v4
Castle was designed for 6v6
There is no way you can make all three map packs work in one playlist without at least a few maps being overcrowded or undercrowded.
They need to half the price of the DLCs to 400 points each then make at least 5 other playlists apart from the DLC specific playlists DLC required.
They haven’t been doing this since Halo 3 and shockingly the DLC model has not been working for Halo since H3. If you’re not going to actually get people to buy the DLC then don’t bother making it.
The trust is gone so many people won’t buy DLC regardless of price, maybe if it was free DLC playlists might be sustainable.
Bungie and 343i treated Reach DLC owners like garbage, refusing to update settings, maps and fix exploits in a timely manner only to remove DLC playlists very quickly once numbers dropped.
People don’t like paying for content they rarely if ever see so DLC sales dropped dramatically with later Reach/Halo 4 DLC.
343i have no one to blame but themselves and as someone who bought all the DLC for Reach but rarely played it because of the awful matchmaking integration I am glad DLC sales are tanking.
When Anniversary BTB which was my favourite playlist at the time was removed it was the final straw and I vowed to never again buy any Halo DLC and I haven’t.
Maybe just maybe 343i will start to fix major issues like garbage matchmaking/networking before raping our wallets further for content we will rarely if ever be able to play in matchmaking.

And I’d like to add Bungie treated non-DLC buyers like garbage with Halo 3
