I tested it out on my brothers account. It looks like its tied to the code that 343 sends you that unlocks the remaining Specialization classes. Once you redeem that code, you can go into the marketplace tab and download it for free.
Oh…well damn. I never heard anything about that.
You have untill the 18th, then 343i is going to lock it untill you pay.
