Whoever handles the system for authenticating pass owners is at fault.
Considering Microsoft handles all content download, and has even stated that it was their fault, I would say it’s Microsoft’s fault.
Also, 343 tweeted several times that they were working with Microsoft to fix the problems.

You are so wrong, 343i simply provide links to the Xbox Marketplace in game, its the Marketplace, ran by MS, that was at fault yesterday, 343i just didnt help get it resolved any quicker

343 provides the content. mircrosoft determines the price and distributes it on the marketplace to the masses. 343 is owned by microsoft. its not that hard to understand. Quit your blind 343 bashing.

Of course the real issue is talking about 343 and Microsoft as if they’re truly separate entities, because they aren’t.
343 I is a wholly owned subsidiary of Microsoft that was founded by Microsoft in 2007 to keep making Halo. It’s essentially Microsoft employees working under a moniker.
