Do you think that possibly that Fred, Kelly, and Linda are now part of the Spartan IV Program? This is just a theory, what do you think?

Well anything is possible right now, but I highly doubt it.
I dunno, only Spartan-IIIs were given the option to be integrated into the Spartan-IV program. Spartan-IIs are far too different to be able, or even want, to be integrated into the program. Spartan-IIs are the best of the best, veterans with so much experience. Making them Spartan-IVs would seem like a big waste of potential.
I haven’t finished reading Glasslands but if they get out of the Dyson sphere than anything is possible I guess, but I think they would choose to stay Spartan IIs.

I’d much rather see the ODST bros in SPARTAN-IV gear. They’ve earned it. And maybe Olivia, Mark, etc,. Cute kids, all.
I’m pretty sure its only ODST’s and Marines who could volunteer. The SIV’s suits aren’t as good as SII suits and SIV’s got a cut down version of what SII’s got, well at least I think that’s the case.

Imagine… Seeing a Spartan-IV take off his helmet in campaign for us to only see the face of Edward Buck. That would make my day! No, my week! My year! 
They will always be spartan 2s, they can still be on a team with spartan 4s but that won’t change the fact that they are Spartan 2s. The only reason that the spartan 3s where integrated into the spartan 4 project is to hide the fact that ONI made disposable super-soldiers.

Unless they were integrated as officers, keeping their current SII armor. Possibly even upgraded armor. They would be very valuable as an attachment, but maybe not entirely integrated. Not only would it boost morale to have an SII by your side, but being trained by one would be even better. I don’t see much need for them elsewhere given what we currently know.

What about buck, the rookie, dare, romeo, dutch… and the other ODST? that would be cool to see them in the spartan IV program

That’s a good point, I hadn’t thought of that! Each Spartan-II would be the Mendez of the Spartan-IVs, training them to be the best of the best they could ever be.

Yes.
They were taken back for the service honoring those who died on Earth, and during the war in Halo 3. After that, I can’t exactly remember what happens.

Imagine being trained by multiple Mendez’. You would never rest!
The spartan 4s are under the leadership of the surviving Spartan 2s.
