Trying to do research on it for you, OP. Will edit if I found anything or not.
EDIT: The ONLY thing that I can find right now is that Oaxaca is surrounded by three mountain ranges, and Vahalla/Ragnarok is surrounded by mountainous cliffs on three sides, and is a valley. But I’m not sure if this is what Frankie was hinting at, because he said it has nothing to do with Mexico.
A thought that just came to me… The restaurant is surrounded on three sides by other buildings, if I’m not mistaken, and it is open to water on the fourth side. This could also be a clue, but no one except Frankie knows for sure.

Sorry buddy but I have to agree that it is probably green and not blue. But no fear, as long as we use our noodles and do the noodle dance, we will figure this out.

I was thinking this same thing except the Mexican flag is supposed to be red n green but on this website it does almost look light blue or turquoise and Frankie was referring to the web page not the actual restaurant if I remember right
Apparently, there’s a restaurant in Seattle called Carta De Oaxaca, and when you come inside, they greet you with some kind of saying, and the word Valhalla is in the saying.

Oh alright cool, me living across the river in Oregon wouldn’t know that. Thanks. I’ll keep looking from time to time. Just to be sure though.

From what i have read its valhalla remake, but there is other speculation of another remake. Sandtrap and Longshore both fall under this clue, “carta” can also mean map.

ok first off two different religions. they have nothing todo with each other.
heres my thing that i’m going with.
halo and norse mythology go hand and hand. the spartan armor is a good thing to point out. also the the code name for the spartan laser. both are the names of two of the weapons of the gods, Odin spear Gungnir, and Thor’s hammer Mjölnir. valhalla is the plains of the gods, they fight and eat all day. and Ragnarok is the end of the world, where it happens again and again.
but as for what Carta De Oaxaca. as to do with it let me google that really fast
… theres a bar call the Viking…gods we are morons its 2 mins away
