Event rewards feature gen2 helmets and armor based on halo 3. And a few missing halo reach parts.
Armor coatings show damage/ worn appearance.

Bad politics maybe.
News gets back of armored super soldiers “killing innocents”
Maybe people disagree with the level of force being used.
Leading to anti oni sentiment.
Self feeding cycle the more they fight back the worse it gets.
Maybe the fighting being only on the outer colonies raises some kind of suspicion.
It’s not hard to think of the UNSC as evil. Halo Paramount+ show did a good job of that. Brainwashing and experimenting on children, fascist bioengineered super soldier exterminator/enforcers are just two examples. I think an alternate future which leans into this more would be a nice fracture.

Most of what is done in Section 3 breaks UEG and UNSC laws, with literally everyone disapproving of it.

Well at this point I’d settle for a basic inversion and make UNSC the bad guys trying to steal forerunner tech from an alien race.
