We’ve seen Locke on the shoulder of Hyperius from a toy reveal last year - 343 already already commented on this back then to say they wouldn’t spoil major plot points.
And the propaganda towers are just that - propaganda. Intentionally designed to mislead. I don’t think we’ve seen the last of him or Osiris yet

Nice work everyone finding this info on Locke. I kinda figured Mike Colton wouldn’t be in Infinite mainly bc he has been working on the CBS now a Paramount+ show Evil.
But with that said, perhaps there is a chance down the road he could make an appearance in the Halo tv show. Same goes for Nathan Fillion to also make an appearance. That is just very wishful thinking though.
Incorrect, Halsey says that Locke can deploy the Weapon and retrieve Cortana if necessary. Locke was there. His chest and helmet on the side of Hyperious arm and the fingers of one of his hands in a collar like decoration.

Incorrect, it has the unique stripe from Lockes helmet. The actor for him just didnt want to get involved with Halo anymore so this is a way to get rid of him.

Dude you don’t know , you have the same info we have. They even made a new toy with Locke without his armor. So until we see it in game or in a book it’s up in the air. Don’t tell people they are incorrect , just wait until you have confirmation. Your opinion isn’t fact and you don’t know everything. A Spartan without a helmet is still a Spartan. He’s out there somewhere. 
That was a figurine of his depiction in Nightfall, nothing else…
All Spartans have different armour
The whole point of the game is that master chief is the last one and it’s up to him, if Locke is alive he has to Be on the ring. The audio logs even say Locke is fighting on the ring
