I’m going to actually be bummed if I find out Locke didn’t make it. I really hope he’s still out there fighting.
I believe the thing on his shoulder may be the helmet?

It’s not, If you beat the boss in the campaign and look at his body, he has Lockes Helmet on his shoulder.
Same when you unlock the achievement for beating them, you see his helmet on his shoulder. Its not concept art and Id imagine we will get a story in regards to how locke loss the fight.
But based on the campaign audio logs, Locke is alive, Fire team Osiris is off doing a mission based around earth and the ark.
Blue Team as well, but they may be on the Ark too.
Buck is no longer with Osiris based on a book where he chooses to step away from the team.
maybe locke wasnt the only spartan with that helmet, and hyperius killed that other spartan and just thought it was him.
If it is Locke’s helmet, and we haven’t seen anything to suggest any other Spartan has the same helmet design, then it doesn’t necessarily mean he’s dead. Douglas lost his helmet due to Atriox in Halo Wars 2, but he survived the fight due to Alice and Jerome.

Correction with what I said on Blue Team, In UNSC Audio Log #2, It states Blue Team has returned to the Planet Reach and that is why they are not in game.
As for Locke, if you play the game with the IWHBYD Skull on and fight Hyperius, he states that he fought and spared Locke to show the UNSC that if he wanted to crush one of there best spartans, that he could, but he chose to keep Lockes helmet as a trophy.
Again, you can see the helmet in the achievement image when it is unlocked.
Well I just hope that dialogue is true, I’m not a fan of Locke for how’s he’s written but he’s a character I like to see get more Development over time
I get the Spartans going missing but we have yet to see any ODST which is freaking really annoying
Same, He is a good actor / voice actor. But I do not like characters being written of screen or killed of in a book, especially if there were given the pedestal with a ton of hype.

Locke had a different actor to his actual voice actor which I never understood. I mean Mike Colter is a good enough actor so don’t get why they would use Ike Amadi? I mean Colter is Locke in Nightfall, so really doesn’t make sense.
Mike had scheduling conflicts. It’s the same as the guy who does the motion capture for Fred stood in for Nathan Fillon when he couldn’t make it
thats very un-brute-like of hyperius. although. he did seem to have a noble tone during his fight ingame.
Colter wasn’t available to do voice lines. He did voice him in the H2A opening cutscene tho, and frankly he didn’t do that well.

The Propaganda tower line is interesting and falls in the evidenciary column leaning towards Locke being dead, in addition to the helmet being present on Hyperius. However, neither of these are kill confirmation. Right now, Locke (and most of the rest of the Reclaimer cast) are in Schrodinger’s cat status. Which is a bit annoying, even as someone who didn’t particularly like many of these characters, after six years of waiting since H5’s massive cliffhanger.
Hyperius comments on it, he out right says he didn’t kill Locke, he states he took Locke’s armor and sent him back to the UNSC alive as a warning.
These lines can appear even without IWHBYD, they are just rarer.
