As i was playing capture the flag i saw that he went through the back of the building and goes around the map with no way of seeing or getting to him only shows up to score on his base, this is bull and he deserves a ban

Go into theatre, and use the Xbox DVR to record this, it could have been a latency issue though. As you may have seen them in one spot, the the next second “teleport” to score, when in fact it’s latency (lag). Just taking a guess at how you described though, hence why you need proof/footage.
