I haven’t kept up with armor related news, but after seeing this video in another thread: http://halocouncil.com/content.php?r=752-Halo-4-Light-Rifle-and-Hologram-Gameplay-with-Nexy-Haven-FFA I noticed that FOTUS was shown at 2:40 in.
So I’m guessing that FOTUS will be a regular armor set, but the one in the H4 Console Edition will be a variant of it just like the pre-order bonuses.

The games played at PAX have all armor unlocked to allow people to play around and look.
The actual game that will be on a disc and not on a server will have it locked to everyone that does not have the code given to those who purchase the console.

Pretty sure it’s this, all the specializations were unlocked in the PAX build as well.
Its PAX and everything is unlocked for trying out. Like the second guy posted when the game comes out it will not be usable until you have the code for the armor which comes with the console.

Good point, but I think there is a good chance it’ll be in the retail game. I think the console skin is exclusive.

The console comes with the armor, not a skin/camo/design. Just the armor, which is exclusive to the edition.
Trust me, i did my research before i dropped $500 on the Console and LE

I doubt that. What’s exclusive to the console is the armor
The Content that comes with the Limited and Console editions are exclusive to those who purchased them. The Pre-order bonuses will probably be put on the marketplace later.
Sorry, but no it won’t. The pax build just had the armor unlocked so everyone could try it out.

Well, considering how Recon in Reach was handled, I wouldn’t be surprised if a variant of Fotus was available to be unlocked very late in the game.
It better be available to everyone, I’m alright with armor effects like flames being exclusive to one edition of the game, but making actual sets of armor exclusive is going too far in my opinion. I’m a completionist, and if I can’t unlock all the armor just because I don’t wanna pay extra I don’t consider that a full Halo game. In Halo 3 they didn’t make you pay extra for recon, you had to earn it.

You had to own halo 3 as well as halo 3:ODST. I don’t know about you but that’s like paying extra for me. You have to unlock all vidmasters in multiplayer, H3 campaign, & H3 ODST campaign.

That was a pre-order bonus, not the same thing.
I really hope they do make it available just really difficult to get.
Like they can give players who have reached level 75 and up on Waypoint who have collected all the achievements in the past Halo games and Halo 4. Maybe they can give us FOTUS like that?

I’m thinking of either doing what you did, the console and LE. But that is only if I can not purchase the console content code off ebay or amazon.
I think all this pre-order or just all armor, period, will eventually be made available in some fashion or form, take reach for example you pre-order the game you got recon, or whatever you did to get it, yet after you hit a certain rank (I forget, I didn’t care I just wanted to get to general to get my security set back from h3) they allowed you to purchase recon, also in h3 they just dropped recon after awhile and didn’t need the achieves or odst anymore.
But what I think they will probably do is either;
A) Do what Gears3 did and sell it off with a DLC, or standalone
B) Be available to purchase for credits or whatever when you complete something like level 50 or something campaign/spartan ops related
