I am unable to use the Thank button in threads…
I am also unable to send or receive PMs even though I have the setting set to All Users…
Its been like this from the day I signed up for the forums…
Do I need to earn the ability to Thank and PM the same way I need to earn a Signature?
Are you clicking on the Menu to get the Thank button?
For the PMs, the person you’re sending to has to have their settings set to accept all as well.
When you click the ‘Thank’ button, it no longer instantly changes to ‘Remove Thank’, you’ll have to refresh the page to see that option, but your Thank will have been registered.

Like Lycan said, the user you are trying to PM needs to have changed their PM settings from Buddies only as well.
I haven’t changed my settings, but I just went and checked, after clearing my cookies, and it was set to “All.” I don’t know if that means they changed it, or if I just forgot.
