How 343 choose some forge maps for put it in the game?
Just a shot in the dark here, but they may have gone off of how many likes/bookmarks certain maps have, and just tweak them a bit to throw them into Matchmaking.
There are official submission threads. People present their maps, 343 looks at them if they meet the requirements, and determines which ones they like.

yeah, there are also websites they look on, such as forge labs. if you wanted a shot at getting a map selected, I would post your map on there and get it on the threads.
