I am unable to get the neutral flag to spawn in forge breakout mode. Can anyone help with this?

three flags
red & blue flag:
team 1/2
game mode
breakout include
ctf:flag spawn & return
Spawning 0
respawn enabled
neutral:
Team neutral
game mode
breakout include
ctf:neutral-flag.Include
Ctf:flag.spawn & return
respawn on
happy forging !!!
