I honestly think all the civilian vehicles in Reach (i.e. the forklift, cart, Semi, etc.) should be usable in Halo 4. Not to be used in Matchmaking, but for fun custom games or machinima.
Also, there should be a copy/paste option for forge objects, making repetitive forging more bearable. Allow more lights to be used, add more filters and have all maps having those filters available. Maybe a weather changing effect. Oh, the possible of making complete nighttime and maybe having searchlight to illuminate certain areas.
