Try and compare Halo 4’s Population to Call of duty’s Population fail to realize that Halo is on one system and that is The Xbox 360 Console and Call of duty is spread through PC, PS3 and Xbox 360 so obviously CoD’s Community and Pop will be much larger and stop acting as if their are like only 1 Million people that play xbox live their are much more people than that.
On Xbox, specifically, Call of Duty is more popular.
While I wouldn’t make the comparison to prove the point, that simple fact completely ignores the other consoles.

That fact that CoD is on multiple systems doesn’t matter. BOII has like a population of 700,000 on Xbox alone. Which is almost double Halo 4’s population of 400,000 when it came out.
