Is there supposed to be something special about this armor and helmet? I’m very nearly done with all silver level reqs (I think 4 more silver packs and I’m done) and both the helmet and armor of this set happen to be the last to unlock…
Foehammer Victor being your last Silver unlock hardly means anything. It’s all down to the process of elimination and the luck of the dice. Just carry on with your unlocks, that’s all.
I think that once you unlock the armor/helmet of a certain armor set, the chances of getting the other piece increases. That’s what I found when I was opening my REQs. Since you were likely unlocking pieces of several other armor sets, the likelihood of getting Foehammer Victor went down. That being said, though, it is mostly up to luck.
Just the luck of the draw, absolutely nothing out of the ordinary to have those as your last Silver unlocks.

I got them within the last few silver packs. I’ve now received 1500 points back on my last silver pack, so now done with those.
I also happened to order 3 bronze packs on a whim and got my last 3 mongoose certifications.
Golds and HaloWC Platinums only now.

My last unlockable item from silver packs was the wraith cert.
The only special thing about the set its self is,that its a refernce to Foehammer and Victor 933 from Halo CE.
