Does anyone know how to get this emblem? I think you get it from a 100% commenation completion.

Read Lord Hookocho’s post again. He already said ‘Right now it is unknown how to unlock flying colors emblem’.
And he is right. As long as 343I doesn’t tell us (or someone finds out) it is not known to us. I guess, it will be unlocked through a code on Waypoint, like ONI Emblem.
