A special enemy tier with a bunch to choose from, to supplement the enemy population(which I assume can’t be significantly increased).
Due to population limitations I’d say 1 Boss every round not just every final round.
Some ideas for Bosses:

Mister Chief aka Evil Chief. CE model retextured to look drawn. Uses CE Magnum.

Assault/Flight/Ascetic/Commando H3 multiplayer Elites squad.

Tartarus.

Grunt Android. Enlarged Grunt. Replace it’s eyes with lights and its blood effects with spark effects making it seem artificial, not natural.

Flood Juggernaut. Make it so they can climb and duck and extend their arms so they can better get around map geometry to kill players.

Cone of Doom. A UFO Traffic Cone which hovers around shooting regular sized traffic cones at players.
