Since the FSC can mimic its targets cells which enables it to recreate any organ nesesary, wouldn’t that mean it can also copy the cells of the strongest warriors in the Galaxy and use them to create an army of Super Flood or literally clone someone?
That’s kinda how it works in a sense. The Flood collect all knowledge into a great repository known as a Gravemind. From there, the Gravemind plans and creates vast armies with biomass to spread influence. As far as cloning someone, I don’t think it quite works that way. It just mutates and takes over whatever host it’s inside of.

So you’re saying the Flood can basically take all the useful traits from every organism in the universe and combine them all to create the perfect life form

Yeah that’s pretty much what they do. From a certain, albeit demented perspective, they are the most efficient life form in the Halo Universe. They take from others what is needed and discard the rest.
