I would love to see Flashlight making its return to Halo 4. But here’s some Ideas for it:
When using weapon that holds Flashlight attachment, you would use the weapons Flashlight. [Ex. from Battlefield 3 style: *Tactical Flashlight] Instead of using the Flashlight what is on your armour. & And when you are using weapon what wont have the FL attached to it, you would use your armours FL.
Why on weapons? I think it would be nice feature.
I would like to see also that FL should be strong and useful in dark. Also I think that it should be enabled in Matchmaking to add depth for dark maps. Just think about it.
It’s Night you’re playing ex. Infection & you really want to see in dark where Zombie is coming, it would reveal you at cost of seeing better. Or using it to confuse enemies. Using it on machinimas to give somekind of feeling.
And FL in Halo 4 would make sense canonically too. In Halo 3 Chief has FL, not Nightvision or VISR. Also Flashlight in Chief’s helmet is seen in Halo 4 E3 trailer.

& Wielding HH FL and singlehanded weapon on the other hand is just idea!
Or then having them using mounted flashlight ex. pistol, like from ODST.
Here are some ideas for Halo 4 Flashlight ideas & opinions :
