With the current system, Bloom still gives a spammer a very high chance to hit. Every bullet can land anywhere in the circle. This could easily be remedied by having bullets only land on the outer ring of the circle. This give spammers a drastically reduced chance to hit.

I wondered why they didn’t do this in the first place, but my guess is because the community would have raged about a precision weapon rarely being accurate. Either way testing this way doesn’t hurt does it?
That WAS the idea in the first place. Its just bullet magnetism made the bullet pretty much magnet onto someone in the crosshair, like the person you were shooting at.
Bloom makes the gamplay boring though, Did you ever consider if bloom actually made the game more fun?
Sometimes some Ideas just flat out fail, And Bungies persistence or somewhat, Obsession with adding random reticule spread to precision weapons went too far.
