You are most likely not using the gun at the right range, also make sure to zoom with the carbine as it will increase the tracking on the projectiles. If you use it right you can double tap someone and finish with the pistole/br (the kill-time is technicly lower than using br only)

He beat me with it!!! I watched him in my death screen, take the gun from my dead hands and beat my dead body down like the dog that he is!!! Ggrrrr!
Then he later rage quit with zero kills and 8 assists!

This is why the Pulse Carbine is badly designed at a fundamental level. There isn’t really any middle ground between a broken tracking weapon and a useless tracking weapon. The best you can hope for is a Halo 3 or Reach Needler where it is useful within a very specific range and nowhere else.
This is why lock on and tracking weapons should be kept to an absolute minimum.
What part of up close is not understood?

I checked their stats and they’re Gold and have a K/D of 0.80 which says everything

This is absolutely correct. If one learns how to use the PC properly, it’s effective range and angles, it absolutely decimates. It has a niche use in that sense, but it is quite balanced right now IMO.
