There should be a first person option for vehicles, the default would still be 3rd person though

I can’t see arguing with it as an option. I prefer 3rd person myself, and would never use first person, but to each their own, I suppose. If it’s something some players would like, I can’t really see the harm.
An option to change between 1st and 3rd person would be nice to see

The Warthog has a very poor field of view for the driver and would probably be even worse if it were featured in a first-person viewpoint. The top of the windshield sits too far low and the engine block is too high. You’d be bumping into rocks and driving off of cliffs without knowing.
Not to mention most, if not all, Covenant vehicles (if included in Halo 4) don’t have a high enough head clearance to allow for a proper first person view, hell, the Banshee makes you look through screens.
I would support 343i putting back in a first-person view for the passenger though. Unless you have a flag or explosive weapon, there’s no real point in ever tagging along in a vehicle. Also, first person for the M41/M68 gunner would be a nice addition if they could find a way to properly implement it without the weapon blocking most of the screen. The M41 with its shield and the M68 with the firing module presents quite a large profile and nothing but what’s between the two bits and aiming down your iron sights is going to be seen, negating the use of a really useful weapon.
So in the end, i’d really support an optional first-person viewpoint if they could implement it without the users having any obvious (i.e. field of view) drawbacks. It would almost certainly put you in the boots of a Spartan or Sangheili even more, but for those who can’t stand bad vehicle operation already, it could be a burden we’d be stuck with.
