Personally, when it comes to Halo’s campaigns I’ve always gone the extra mile to explore and find each skull and piece of intel. Sure, unlocking an achievement is cool, but after collectively only gaining 100 GS total for finding all skulls and all intel in H5, it’s just not worth the time and effort that it took. Clearly, 343i puts thought and energy into creating this content. I’m hoping that if multiplayer armor is “un-lockable” in any shape, the reward for collecting every single skull and every single piece of intel is rewarded with something rare and appealing such as a helmet, a piece of armor, or SOMETHING to smear it in the face of players who don’t care enough to hunt around the campaign for hours on end. An exclusive unlock-able item would be a great complement from 343i to the players who value every inch of the game. Just a thought.
I have a similar feeling as you. I‘m not a fan of collectibles that amount to nothing like in most other games. But, Halo’s skulls have always had use when replaying levels and were fun to gather. While the intel in H5 was cool to listen to and have as a virtual collectible set, I did not enjoy the act itself of holding a button over 117 items scattered all over the campaign. Again, cool lore and obviously a lot of effort went into making them, but gathering them was not engaging like collecting a small number of skulls has been in every game.
So all in all, I’d rather they went back to having a small number of skulls each with a cool method for acquisition and then rewarding the player with an achievement. But, if there are a high number of collectibles, an in-game reward like an emblem or armor piece (regardless of whether or not they get used) would be appreciated in addition to the achievement(s).
What’s a REAL kick in the rear is spending hours upon hours doing the hardest difficulty for an achievement…and only getting maybe 30 GS for it.

It’s a lengthy process, even if you look up a guide on YouTube. I’ve come across a lot of player who don’t even touch the campaign, they strictly play online multiplayer. That being said, creating a driving force for multiplayer die hards to experience the campaign for a usable multiplayer perk sounds like a good move.
I also got all collectibles in Halo 5. However, I only play the Campaigns not Multiplayers, so I’m happy just with Achievements, knowing I did it, studying the Cryptic Clues in the Intels, or having fun playing Solo Legendary with up to 10-11 Skulls on (basically LASO without Iron or Blind, then Black Eye on or off). But yes, I’ll support the idea as if I did play Multiplayer, like you, maybe an armour piece or emblem might be nice (maybe a Helmet or Emblem called “Skull-Seeker” looking like Emile’s from Reach, or Intel Finder with a blue Artemis theme). 
I dont like when when finding skulls are restricted by “skills”, as in, for example, having to use a grenade jump to get to it. I also dont like how in Halo 2, to find the majority of the skulls, you had to do it on Legendary.
