The changes 343i has proposed are a good step in the right direction, but ultimately, i will not return to the game until i can disable crossplay and choose my region from a server list. Even if i return, the thing that will keep me there is a better cosmetic reward structure that doesnt nickle and dime me. Until then, i will continue giving my time to other games that will respect that time.
