No way. It’s an incredible balance between the Halo: Reach and Halo 5 needler in my opinion. Not too powerful, but not too weak. The few times I’ve been killed by the absolutely trash bots in Online Bot Arena, it’s legit always with the needler. I feel like a buff would push it into power-weapon territory much like it was in Halo 4.
The one thing I WOULD change, however, is more feedback for the person getting shot by the needler. It’s very hard to tell that you’re getting pelted by a weapon that can blow you up instead of a human-kinetic weapon.
